Cupless bras are not your everyday type of bra. They don't offer the same amount of comfort provided by standard bra types. This is the same reason why they're not used as garments under your other pieces of clothing. They are meant to be worn for display or for visual purposes.

A common set is composed of a harness, a chain, and a leather collar. It may have nails, laces, rings, studs, and other ornamental materials attached to the garment to visually enhance the wearer, making it more "sexy" or erotic.

Basically, cupless bras are creative lingerie where there is exactly no limit to the style or material to be used with it. To make things easier for the buyer, they are simply provided in sets to eliminate the time-consuming need of mixing and matching.
